Paul J. Brown, Chair – Principal, Campbell Strategies

Paul Brown has extensive public policy and business experience. From 1984 to 1988, Paul served in the Conservative government as Policy Advisor to the Industry Minister, Executive Assistant to the President of the Treasury Board, and Chief of Staff to the Minister of Labour. His primary areas of responsibility were economic and industrial policy issues.

Following his service in Ottawa, Paul represented numerous companies by providing strategic advice on their dealings with government at the federal, provincial, and municipal levels. Paul was also the President and CEO of a small, public technology company for nine years. His experience includes a variety of client issues related to energy and power generation, financial services, telecommunications, income trusts, taxation, and insolvency.

In 2006, the City of Toronto appointed Paul as the Chairman of the Board of Directors of Enwave Energy Corporation. Paul is also a principal in Stratacon Inc., a leading supplier of smart electricity sub-metering systems in the apartment and condominium sector.

Paul is a member of the Law Society of Upper Canada, holds a Bachelor of Laws from the University of Western Ontario, and a Bachelor of Science in economics from the Wharton School, University of Pennsylvania. Paul serves on a number of community boards of directors.

During the 2005/2006 federal election, Paul was the Ontario Co-Chair of the Conservative Party Campaign.

Michael Nobrega, CA – President & CEO, OMERS

Michael Nobrega is the President and Chief Executive Officer of the Ontario Municipal Employees Retirement System (OMERS), a position he has held since early 2007.

Mr. Nobrega is a veteran financial and investment executive with more than 30 years experience. Before his appointment as President and CEO of OMERS, Michael was the President and Chief Executive Officer of Borealis Infrastructure Management Inc., an investment entity which originated and structured infrastructure investments. Michael has held this position at Borealis since its formation by OMERS in 1999. Since 1999, Borealis has originated, structured and closed over $5.6 billion of equity investments in infrastructure assets. These assets include investments in energy, transportation and pipelines in Canada, United States and Western Europe.

Prior to Borealis, Michael was a partner at a major international accounting firm. Michael holds an Honours BA from the University of Toronto and a chartered accountancy designation from the Institute of Chartered Accountants of Ontario and the Canadian Institute of Chartered Accountants.

OMERS is one of Canada's largest pension plans, with more than $50 billion in assets. It provides retirement benefits to 372,000 members on behalf of over 900 local government employers across Ontario.

Vitor Fonseca – Vice President Finance, ROMSPEN Investment Corporation

Vitor Fonseca was appointed by the City of Toronto to Enwave's Board of Directors in 2006. He brings extensive experience in the real estate, private equity, and service-oriented industries.

At Romspen Investment Corporation, a leading provider of real estate financing, Vitor is responsible for finance, accounting, and underwriting.

Previously Vitor was Chief Operating Officer of Retirement Life Communities, a privately-owned manager and developer of retirement residences. He was responsible for the daily well-being of nearly 1,000 seniors.

During his career, Vitor has held senior positions in all areas of real estate and was also a partner in a private investment company at which he managed a $250 million portfolio. He started his career with the Cadillac Fairview Corporation where he co-led the negotiations for the sale of the Company's US portfolio, a $2 billion (USD) transaction.

Vitor has a Master of Business Administration from the University of Toronto and is a member of the Certified General Accountants Association of Ontario. He is a former Director of the Portuguese Canadian National Congress and is active in the community as a member of a United Way Review Committee. He is also a mentor and volunteer instructor with the Rotman School of Business at the University of Toronto.

His Worship, David Miller – Mayor, City of Toronto

Like most Torontonians, Mayor David Miller immigrated to Toronto. He and his mother arrived from England in 1967, and moved to Toronto in 1981.

As a high school senior, the mayor played hockey and was known to use his size to his advantage in the corners. Mayor Miller received a degree in economics from Harvard University and a law degree from the University of Toronto.

Before running for public office, he was a partner at the Toronto law firm Aird & Berlis, where he specialized in employment and immigration law and shareholder rights. He became a Metro councillor in 1994, and in 1997 he was elected to the new City of Toronto council where he served two terms.

In November 2003, Torontonians chose David Miller as their new mayor and in November, 2006 he was re-elected for a second four-year term. His mandate is to make Toronto a city of prosperity, opportunity and livability for all residents.

He and his wife, lawyer Jill Arthur, are the parents of two children.

Among his many accomplishments as mayor, securing a New Deal for Cities with senior orders of government is one of his proudest. Through the Deal, Mayor Miller has enabled Toronto to garner new powers, money, and respect from provincial and federal governments. Under his leadership Toronto has become the only city in Canada with a direct agreement with the federal government on transit funding.

In addition to advocating for the city of Toronto, Mayor Miller has also become one of the dominant voices for the national urban agenda.

As the City comes into its own as a full-fledged government, it is reinvesting in Toronto's neighbourhoods and communities through initiatives like the Mayor's Community Safety Plan, the Clean and Beautiful City Initiative, rejuvenation of parks and public spaces and through ongoing revitalization of the waterfront.

This is leading to real change that has inspired a new sense of civic pride, responsibility and belonging among Torontonians.

John J. McManus, CA – Senior Vice President, Borealis Infrastructure Management Inc.

John joined Borealis in 2001. He has primary responsibility for a variety of projects, most notably the investment in the Bruce Power nuclear power generation facilities (in partnership with TransCanada Pipelines and Cameco). John is a member of the Board of Directors of Bruce Power, Chair of the Pension Committee, and member of the Audit Committee. John also serves on the Board of Directors of Ciel Satellite Communications Inc., and Canada Lands Company Limited, a federal crown corporation.

From 1995 to 2001, John was Executive Vice President with the Rider Group Inc. Through his tenure there, John was the primary financial and business advisor to the company and its owner, Mark Rider. In that capacity, he spearheaded the sale of the Rider Travel Group in 1998. Subsequent responsibilities included sourcing, evaluating, and negotiating equity investments in several start-up and early-stage companies. John took an active role in assisting the development of these investee companies and served on several of their boards of directors.

Prior to this, John was Vice President, Finance for the Bitove Corporation, a family-owned foodservice and entertainment business.

John earned his CA designation while employed by Arthur Andersen & Co. He holds a Bachelor of Commerce from the University of Toronto.

Marian Lawson – Managing Director & Deputy Head, Canadian Corporate Banking, Scotia Capital

Marian Lawson is a Managing Director and Deputy Head of Canadian Corporate Banking with Scotia Capital. As Deputy Head, she oversees the lending relationships of more than 800 clients. Marian is also a member of the Bank's Senior Credit Committee.

Marian has an extensive lending background, spanning her 20-year career with the Scotiabank group including various roles in corporate banking, risk management, audit, and investment banking.

She holds a Master of Business Administration (finance) from McMaster University and a Bachelor of Arts (economics) from York University.
